Draper Aden Associates was the overall project manager and site designer for the 1,600 acre park located on the James River. The initial phase of the project included 15 buildings, 2.5 miles of road, river access, and on-site water and sewer. The latest phase added additional features including a 30 space campground with electrical and water hookups, dump station, bathhouse, group camp area, a well based water system, septic systems, and1.5 miles of road to a canoe launch off the James River.

The existing site contained environmental and historic resources. Permitting and coordinating agencies included US Army Corps of Engineers (USACE),VDOT, Powhatan County, Virginia DCR, Virginia Department of Health, Virginia DEQ, Virginia Department of Historic Resources (DHR) and Virginia Department of Game and Inland Fisheries (DGIF).

The site design utilizes Low Impact Development (LID) to avoid large stormwater detention basins. Measures utilized include sheet flow from pavements, reduced road widths, wide and shallow vegetated roadside ditches, vegetation preservation, and soil compost amendment.
